Q: This does not appear at the bottom for guests but works fine once logged in. Is there a way to enable for guests as well?

It's the usergroup permission Can View the Visiting Members Display on Forum Home. (Admin CP -> Usergroups -> Usergroup Manager -> Edit Unregistered / Not Logged In -> General Permissions)
Set 'Can View the Visiting Members Display on Forum Home' to 'Yes'.
